Returns the Tracer currently installed on the calling thread.
Returns
Tracer*Non-owning pointer to the active tracer, or nullptr if no tracer is installed.
Notes
The pointer lives in thread_local storage; each thread reads its
own value. Ownership of the pointed-to object remains with the
caller of set_current_tracer.
